HEA 1423 established the Indianapolis Public Education Corporation, also known as the IPEC. The IPEC brings Indianapolis Public Schools (IPS) and local charter schools together in a single system by taking on transportation, facilities, and accountability for both school types.
While there’s some disagreement about the specifics, inaction was not an option. The IPEC is well-positioned to address longstanding pain points and bring greater collaboration and stability to our education landscape.
Today, Indianapolis families are already fortunate to be able to choose from a wide range of public school options with unique curricula, models, and approaches. At the same time, not everything is working for families. Various school types have operated in silos. Not all schools can offer transportation. And different accountability systems have made it hard for families to understand and navigate a complex system.
The newly-created IPEC can ensure IPS becomes sustainable and make our school system even stronger for families. A number of changes are on the way. We’ll dive into them in the coming weeks and months.
Streamlining access for families. Lack of transportation has long stopped some families from choosing the school that best fits their child’s needs. The IPEC will ensure that every school participates in a shared transportation plan. It will also help ensure school buildings remain safe and in the best condition possible and create a common accountability system. That means all public schools within IPS boundaries will be held to the same standards.
Allowing schools to focus on academics. The IPEC was created in part to bring financial and operational stability to IPS at a time when the district otherwise faced financial ruin. The IPEC also will support leaders and administrators in IPS—and charter schools—by taking on key operational functions like transportation and facilities management. This allows education leaders to put their time and attention toward providing a high-quality academic experience for students.
Supporting fair and equitable funding for all public school students. Different public school types in Indianapolis have long received unequal per-student funding. That’s about to change with legislative changes to the school funding formula that passed in 2025. What’s more, IPEC is in charge of proposing and implementing capital and operating referendums for IPS and charter schools. Moving forward, resources will be more equitably distributed to all public school students.
It’s time to move forward. It’s time to work together. Not as charter school families or IPS families. But as public school families who all care about high-quality options for our kids, our neighbors’ kids, and our entire community’s kids.
